2002年底，为了更好的组织各类活动，可以利用更多的资源，Rolian酝酿成立Non-Profit Organization。
2003年1月，Rolian开始搜集有关注册NPO的信息，并开始准备Incorporation所需各类资料。
2003年3月，筹划中的第一次NPO会议，因为SARS的缘故而不得不取消。
2003年5月，初次选定的名字Rolia Community Inc提交NUANS查询(Newly Upgraded Automated Name Search)。
2003年6月，First Directors提交申请表。
2003年6月，第一次申请被退回，Rolia Community Inc的名字和选择的Objects不符合要求。
2003年8月，First Directors根据要求提交第二次申请，NPO的名字正式定为ROLIA CULTURAL ASSOCIATION。
2003年8月，收到Letters Patent。
2003年9月，First Directors召开第一次会议。
2003年11月，提交Initial Return-Notice of Change From，正式完成注册。
